在欧美发达国家，政府官员退休后去公司等利益集团任职被社会公众称之为“旋转门”，在日本则称之为“下凡”。这些退离官员基本上都是利用其“影响力”，为服务的利益集团谋利，他们的行为屡遭诟病。

现在，美国、德国等西方国家已经通过立法，杜绝退离官员立即“旋转”。那么，在外国，官员不能直接“下海”，官员的子女呢？今天，咱们就来瞧一瞧那些外国的官二代们。

在美国，“水门事件”是美国的一个历史节点，这一事件激发了美国社会对政府、公职人员加强监管的强烈要求。1978年，《政府道德法》应运而生，其中，针对“旋转门”问题，法案规定行政分支高级官员在离职或退休后一年内不得受雇于任何公司或机构对其原供职政府部门展开游说活动。次年又开始对《政府道德法》内容进行调整。1989年，美国国会又通过了《政府道德改革法》，细化和修订了监管措施。此次调整的重要意义在于，将监管对象范围从行政分支扩展到立法分支和司法分支。重点之一就是将国会议员也纳入到“旋转门”监管的对象中来。自此，国会议员乃至其助手在离职后也不能立即“旋转”了。

今年2月，德国政府也通过一项规定，对部长级及以上官员弃政从商做出限制。今后，在职或已离职的部长级及部长级以上官员和议会国务秘书如想到企业或其它私营机构工作，必须有12个月的“冷却期”。如果政府发现其中可能有利益冲突，或者对公共利益造成损害，禁令可延长到18个月。

看来，针对那些官二代的爹妈们，外国政府可谓绞尽脑汁加以限制。那么，那些官二代又在干什么呢？别急，往下看！

【从游说者到能源企业董事】

在美国，近一段时间最有名也引起最大争议的官二代可能要算副总统拜登的儿子亨特·拜登了。

亨特毕业于美国耶鲁大学法学院，获得博士学位。亨特在美国政商两界都有丰富任职经历，曾多年为教育、医疗机构和技术企业在政界游说，直至拜登出任副总统。

2014年年中，亨特受聘出任乌克兰最大私营天然气生产商布里斯马公司的董事，在美国受到质疑。

现在，在美国，关联利益冲突的法律和道德准则对白宫官员成人亲属从事商业活动基本上没有规定。美国公民维护责任和道德组织执行主任梅拉妮·斯隆认为：“除非确凿证据证明亨特·拜登接受这份工作是为了影响美国外交政策，否则他不算越线。”

但是，也有人担心，亨特接受董事的职位将促使他为布里斯马公司在美国政界游说，涉嫌不合法竞争。

【坑妈的官二代】

利用父母的超高人气获利，是外国一些官二代的致富之路。在这条道路上，前英国首相撒切尔夫人的儿子马克·撒切尔走得比较远，也给撒切尔夫人惹了不少麻烦。

有媒体报道，与选择进入大公司或者稳步创业这些传统路线不同，马克经商的手段天马行空，不讲规矩，甚至获得了“商界扒手”的不雅外号。英国媒体称，在其母亲当政期间，马克在英国对沙特和伊拉克的军售中可能扮演着某种“角色”。

《星期日泰晤士报》当时报道，在20世纪80年代英国对沙特250亿美元的军售中，马克得到了1500万美元佣金。

只不过，撒切尔夫人离职以后，马克的生意逐渐开始难做。2004年，马克在南非被捕，罪名是资助赤道几内亚政变。最后，撒切尔夫人自掏腰包为儿子缴纳了16.5万英镑的保释金，以换回他的自由。

【女婿也“疯狂”】

美国前总统克林顿的出身并不高。但是，克林顿和希拉里数十年的苦心经营已经让克林顿家族成为了美国的名门望族。

克里顿的女儿切尔西·克林顿嫁给了投资银行家马克·梅兹文斯基，后者曾就职于高盛集团宏观和自营交易部门。2011年底，他加入了两位高盛同事开办的对冲基金“3G资本”。马克的家境也不简单，马克的父亲是爱荷华州前众议员爱德华·梅兹文斯基，母亲也是一名宾夕法尼亚州前众议员。

最近美国的三任总统，都只有女儿，奥巴马的两个女儿现在还没有到谈婚论嫁的年纪，其他三位第一女儿中有两位嫁给了投行男。小布什有一对双胞胎女儿，詹娜和芭芭拉。詹娜已经出嫁，老公名叫亨利·黑格。2011年，他加盟了著名的私募基金KKR，在能源和基础建设部门负责客户和伙伴关系。亨利·黑格的家庭背景同样不简单，他的父亲约翰·黑格曾是弗吉尼亚州的第一任国土安全局局长和弗吉尼亚州前副州长。

其实，在美国，华尔街与政界的联姻再寻常不过。也有人质疑，政界和华尔街这种千丝万缕的联系引发了金融监管缺失，是2007年至2008年次贷危机发生的主要原因之一。

【官商大家族】

有人说，在日本，政界要员基本都是有背景的人。这话并不全是瞎说，日本许多高官都出自大家族。他们的先辈和后辈中，不少人仍在家族企业中任职。

比如，前首相鸠山由纪夫所在的鸠山家族被称为“日本的肯尼迪家族”。曾祖父鸠山和夫在日本明治时代曾任众议院议长，祖父鸠山一郎曾任日本首相，并连任三届，也是日本自民党的创始人。父亲是前外相鸠山威一郎，弟弟鸠山邦夫曾任麻生内阁中的总务大臣。鸠山家族在从政至于，经商也风生水起，累计了巨大财富。鸠山由纪夫的外公，是世界著名轮胎及橡胶产品生产商普利司通公司创始人石桥正二郎。
