很多人认为，德国的经济奇迹一直延续到现在，大部分德国企业在经历了各种国内外政局动荡和危机以后，仍在稳健、均衡地发展着。在这种现象背后，是德国企业不断地与时俱进，甚至未雨绸缪。

我曾在德国留学和工作，和各种各样的德国企业打过交道。经过长期的观察思考和阅读积累，我对德国企业长盛不衰、稳健发展的经营智慧有着深刻的认识，并将其总结为九大法则。其中有些法则是德国人津津乐道的，还有一些却是他们秘而不宣的。

法则一：目标着眼长远

我们知道，在企业遇到较大的经营困难或者全球性的经济危机时，典型的美国企业会立即裁员。那么，德国企业会怎么做呢？

德国企业有一个应对经济危机的法宝，就是短时工制度，这一制度已经有100多年历史，被诺贝尔经济学奖获得者克鲁格曼誉为具有“劳动力储藏”功能的政策。

短时工制度是指企业通过缩短工时、临时降薪、安排培训或休假等措施与员工共同渡过危机，尽量避免裁员。2008年全球金融危机时，高档汽车织物面料制造商洛施公司的销售额下降了20%，但是公司并没有因此而裁撤任何员工，而是利用这个经济低谷时期让员工接受在职培训。

那么，德国老板人傻钱多吗？当然不是。短时工制度是管理者着眼长远的重要表现：借助这一制度，德国企业可以做好长期的人才储备，也省去了在业务复兴后重新进行人员招聘和培训的费用。

这一制度使员工即便在大环境不好或者企业经营业绩差的时候也不用担心丢掉工作，这种安全感换来的是员工对企业的绝对忠诚和工作中全身心的投入。

此外，德国企业的长期战略思维还体现在高管的稳定性和薪酬设计、长期的计划和投资决策等多个方面。

法则二：以创新引领市场

德国第二大电商奥托公司的首席执行官毕尔肯说：“如果只会复制和粘贴，企业永远不会成功。” 德国产品的主要卖点是技术和创新及其提供的价值，而不是低价。持续的技术创新是许多德国制造型企业长盛不衰的根源。

在很多人眼里，创新似乎很神秘而且遥不可及。实际上，通过持续的、小规模的流程和产品的改进来实现产品质量的提高是更为现实的创新。即便是在德国企业，典型的创新过程也主要是由许多小的提高和改进累积而成的。

大部分德国公司都有一个持续改进流程，并设立专项奖金。宝马公司通过名为“I-motion”的金点子计划来持续改进公司绩效。蔡司一度是收集员工建议最多的德国公司，员工平均每年提出的建议超过5000多条。

法则三：深耕全球专业细分市场

德国企业之所以能够在全球客户和竞争对手心目中建立起标杆地位，高度专注和专业化是核心，这是众多德国企业的共性和经营之魂。将专业化与国际化有效结合，使德国企业如鱼得水，而且这“水”的体量还很大。

一方面，德国企业专注于高端、细分和利基市场，在产品研发和制造的深度上有着绝对的优势；另一方面，不管是大型企业还是中小企业都积极开拓国际市场，保证了产品营销的广度。

很多德国企业虽然不为普通消费者所熟悉，但是却在全球范围内的细分市场中拥有极高的市场份额和独一无二的品牌影响力。德国拥有2300多个享誉世界的品牌，其中大部分都活跃于某些专业领域和缝隙市场，还有相当一部分霸占着高端细分市场。

比如，福莱希公司专业生产宠物伸缩牵绳，在小小的牵狗绳领域，他们赢得了全球70%的市场。该公司的口号是：“我们只专注一种产品，但我们做得比谁都好。”德国的四个豪华汽车品牌奔驰、宝马、奥迪和保时捷加起来占据了全球豪华车市场90%左右的份额。

法则四：基于核心能力开展多元化经营

企业的多元化战略分为相关多元化和非相关多元化两种。牛津大学商学院的惠廷顿教授经过对美国、英国、法国和德国的工业企业100 强进行对比分析后发现，“备受推崇的相关多元化战略似乎是长期增长的可持续药方，而且可提供稳定的、超过一般水平的财务回报。”

在相关多元化经营中，新产品、新市场和新客户与企业的核心能力有很大的关联性，企业的不同业务之间可以形成协同效应，在投入较少的情况下可以实现较大的产出，从而实现企业的良性发展。

在德国，相关多元化是占主导地位的战略模式。大型德国工业企业中始终坚持执行这种多元化战略的著名企业有西门子、宝马、巴斯夫、拜耳等。正因为奉行这一多元化模式，绝大部分的德国企业都是中小企业：企业不盲目求大求全，而是做深做专；即便遇到增长瓶颈，也是尽量围绕核心能力进行业务扩张。

遥想当年，如果美乐宝公司在二战后没有围绕主业开展多元化，就不会有如今闻名全球的德国婴幼儿奶粉品牌爱他美，因为你肯定想不到，美乐宝公司的前身只是两个德国面包师于1921年在德国一个小村庄成立的生产面包干和饼干的食品厂。

法则五：保持与客户的长期和紧密关系

很多德国企业成功的秘诀之一是在保持技术优势的前提下，重视与客户的长期合作关系，并通过一揽子服务措施不断提高客户的满意度。德国知名的企业管理顾问安娜·舒乐认为，与客户的交流应该是企业管理人员优先完成的任务。也就是说，企业高管也要与客户直接打交道，最好能做到贴近客户，了解客户的需求。

在一个面向德国隐形冠军企业的调查中，有超过75%的企业指出，它们的高层管理人员与客户有密切的私人交往。利贝卡公司的首席执行官埃里希·贝格说：“和客户的关系就像婚姻一样，需要经营和维护。”该公司与1000 多个客户保持着长期的合作关系。公司成立之初的第一个客户，到目前仍旧是公司的重要客户。

法则六：与同行合作共赢

估计你完全想不到（德国人也不会告诉你），在德国，竞争对手之间的合作是企业界的共识和普遍现象。德国企业普遍认为，竞争不是你死我活、水火不容，而是合作共赢、共生共存；竞争的目的是为了更好地发展和提升自己，而不是一味地消灭竞争对手。全世界豪华车市场形成的德系三强ABB格局，很大程度上得益于奥迪、奔驰和宝马在激烈的竞争之外还保持一定程度的合作。

德国企业同行之间强调团结合作的传统可以上溯至19世纪中后期。《经济学人》杂志甚至认为，“强调合作而非竞争”是使德国成为一流国家的关键原因。1875年，德国仅有4家卡特尔垄断组织。1905年，这个数字已经增长到了385 家！

在历史上，德国同行业企业间形成了很多“利益共同体”。这是一种较为松散的联盟，同行业企业间可以借由这一平台协调各项政策，从技术专利到行业标准无所不包，成员企业之间还经常交叉持股。

在当今的德国，同行业企业进行合作的形式也多种多样。常见的形式主要有建立同行合作网络、成立合资公司、打造企业集团等。

法则七：吸引并留住核心员工

百年老店博世公司的创始人有一句名言：“我不是因为钱多才支付高工资,而是因为支付高工资才赚了很多钱。”德国企业为了吸引并留住人才，不仅提供相对公平但又有吸引力的薪酬体系和工作条件，还采取了员工培训、充分授权、从内部提拔高管、让员工分享利润等一系列措施。

德国企业极为尊重和重视技术型、专家型人才。很多德国企业推行专家型的职业发展模式，让他们在企业内部拥有广阔的自我发展和提升的空间。比如，在蔡司公司的专家型员工中，资深首席专家和所谓的蔡司院士与公司的最高管理人员平级，主资深专家和首席专家的级别相当于公司的中层管理者。

如果核心员工由于种种原因离开了公司怎么办？德国企业的做法是：欢迎好马吃回头草。这一现象在德国高科技行业尤为常见。SAP有一个每年为已离职员工举行隆重聚会的惯例。SAP公司2%的员工、西门子3%的员工都是吃回头草的好马。考虑到这两家公司庞大的员工总数，这一比例背后的绝对数量实在不少。

法则八：奉行谨慎保守的财务政策

德国有一句谚语：“小心谨慎是成功之母”。这句谚语在德国的企业经营尤其是财务决策中体现得很彻底。在见证了英美制造业持续衰退后，德国企业对英美产业金融制度和公司管理模式更是不屑一顾，而继续坚持德国式的保守做派。100 多年以来，西门子公司遵循的融资政策是：把利润的1/3 用于分红，1/3 留作公开的储备金，1/3 作为公司的隐性储备金。

德国家族企业的平均股东权益比例达到了43.5%，就算是上市企业也能达到37.6%。较高的股东权益比例意味着企业财务状况较高的稳定性。德国企业的融资渠道仍然以银行贷款和内源融资为主，而对资本市场和私募股权这两种在英美企业常见的融资渠道保持高度怀疑的态度。

德国总共有330多万家企业，其中的上市公司只有830家。绝大部分的德国企业都是家族企业，他们做财务决策时有两大原则，即最大安全性和独立性。万般手艺千种诀窍，很大程度上得益于家族企业的世代传承。

法则九：正视冲突以化危为机

在遇到问题、冲突和危机时，典型的德国式做法是直面这些冲突和危机，分析原因，并通过有效的沟通化解冲突，力争化危为机。

德国人认为，如果人们能就事论事地、理性地进行讨论和争辩，不但一点不伤害工作中的合作氛围，反而能促进沟通，提高工作业绩。在德国公司里，如果遇到部门经理之间吵架甚至下级和上级吵架，不要觉得奇怪，因为他们吵完架后又会坐在一起喝咖啡，在参加公司或部门聚餐时还会一起谈笑风生、喝酒聊天。

很多家族企业都制定了一整套企业治理机制或家族宪章，明确规定企业股东、经理层和监事会之间的权利、义务及责任，为各种决策的实施设定规则和方法，以提高企业的决策能力，创造最大的管理价值。家族宪章虽然不是万能药，但是可以减轻或消除很多矛盾冲突，使企业将时间和精力集中在业务层面，而且企业规模越大，越需要家族宪章。

结语：未雨绸缪，提出“管理4.0”

德国在二战后的废墟基础上创造了引人瞩目的经济奇迹，使得全世界竞相研究和学习德国企业的经营管理模式。很多人认为，德国的经济奇迹实际上一直延续到现在，因为大部分德国企业在经历了各种国内外政局动荡和危机以后，一直在稳健、均衡地发展着，在欧美发达国家中可谓一枝独秀。在这种现象背后，是德国企业不断地与时俱进，甚至未雨绸缪。

为了迎接“工业4.0”时代，德国企业界和管理学界提出了“管理4.0”这一新的管理体系。弗劳恩霍夫协会的亨克教授认为：“要实现工业4.0，得先实现管理4.0。”我们不能只把工业4.0 看成一次产业革命或技术革命，它同时也是一次企业管理革命。“人”才是工业4.0 的核心，变革直接影响到的是人，而人要及时地改变和调整自己，才能适应新时代的要求。
