跨境投资有来有往 我国对外净资产近2万亿美元——2021年中国国际收支报告解读之三

坚持“引进来”，持续“走出去”，跨境投资来往之间，我国对外净资产保持较高规模。日前，国家外汇管理局发布的《2021年中国国际收支报告》显示，2021年末，我国对外金融资产93243亿美元，较2020年末增长5%；对外负债73410亿美元，增长11%；对外净资产达到19833亿美元，整体保持较高规模。

对外金融资产和负债包括直接投资、证券投资及存贷款等其他投资。专家介绍，对外直接投资属于金融资产范畴，外来直接投资则属于对外金融负债范畴。例如，外资在境内市场购买的债券规模都要计入我国负债。

总体上看，对外金融资产和负债规模稳步上升，是我国涉外经济高质量发展的结果，也体现了贸易投资自由化便利化政策的积极成效。

——储备资产继续发挥“压舱石”作用，民间部门持有资产占比稳步增长。

从数据看，2021年末，我国对外金融资产中，国际储备资产余额为34269亿美元，较2020年末增长2%，储备资产占我国对外金融资产的比重为37%，规模仍位列我国对外资产首位。直接投资资产25819亿美元，占对外资产的比重为28%；证券投资资产9797亿美元，占对外资产的比重为11%；存贷款等其他投资资产23205亿美元，占对外资产的比重为25%。

我国拥有全球最大规模的外汇储备，尽管外汇储备规模时常会因汇率折算和资产价格变化而变化，但得益于我国经济持续稳定发展，加之稳健的储备资产经营收益，我国外汇储备规模整体保持稳定。

——来华投资特别是中长期投资继续增长，各类来华投资占比较为稳定。

2021年末，我国对外负债中，来华直接投资36238亿美元，占我国对外负债的比重为49%，继续位列对外负债首位。来华证券投资21554亿美元，较2020年末增长10%，占比为29%。存贷款等其他投资存量15516亿美元，增长11%，占比稳定在21%。

值得关注的是，2021年末，境外投资者持有境内上市股票和债券的总市值累计达12984亿美元，较2020年末增长23%；持仓规模在境内股市和债市中的占比分别为5.2%和3.1%。相比其他新兴经济体和发达经济体中外资占比规模，外资在我国股市债市的占比仍处在较低水平。

——对外和来华双向投资收益总体稳定，收益率差异折射出疫情冲击下内外部的经济现实。

从来华投资收益看，2021年全年各类来华投资收益合计4174亿美元，较2020年增长20%，总体收益率约为6.0%。从对外投资收益看，2021年全年各类对外投资收益合计2536亿美元，增长11%，总体收益率约为2.8%。

专家认为，两者收益率差异反映了在新冠肺炎疫情全球蔓延的形势下，境内外经济现实的差异。我国经济保持恢复发展，疫情防控取得成效，外商投资利润实现较快增长。相比之下，外部经济复苏虽仍在继续，但势头受到疫情反复的拖累，使得对外投资收益也随之受到影响。（记者刘开雄）
